Create or manage a Planner proposal

Add your targeting criteria to a new media plan; or edit, download, or duplicate one you've already created.

Planner overview

Planner proposals give you powerful insights into your media plan’s potential reach and impressions once you layer targeting parameters onto your campaigns. You can pre-optimize your audience and targeting details to help ensure each campaign spends in full–all without spending resources on test-and-learn campaigns.

Create a proposal (media plan)

You can create a new proposal from the Planner app.

  1. Select the Planner app from the homepage.

  2. Click + Create Proposal. This will open the New Proposal page.

  3. Complete the following sections to create the proposal:

Proposal Summary

In addition to customized campaigns, Planner proposals return forecasting metrics that help you evaluate the potential reach of your campaigns before launching them. You can review these estimates while you build the proposal and after you create it.

We recommend selecting Refresh in the Proposal Summary panel after you complete each applicable section of your proposal. The result will give you a better understanding of how each targeting parameter will impact your proposal’s ability to scale.

Refer to Forecasts for more information on each of the Proposal Summary panel’s forecasting metrics.

Proposal Information (Required)

  1. Type a name into the Proposal Name field.

    1. Choose a unique name to differentiate this proposal from others that you may create. For example, “Sports Enthusiasts Q4 2024.”

  2. Use the Start Date and End Date fields to select a date range for the proposal.

  3. Click the This proposal is for a political campaign, if applicable.

  4. Open the Political Advertiser dropdown menu to search and select the correct advertising organization. This field will only appear when This proposal is for a political campaign is selected.

    1. You’ll need to create a profile for the political advertiser if its name isn’t shown in the list. Follow these steps to complete the process:

      1. Open the Organization app from the IQM homepage.

      2. Selecting the Profile tab.

      3. Click Advertiser Profile Settings.

      4. Select + Add New.

Location (Optional)

Planner proposals support location targeting within the United States. Follow these steps to add location-targeting parameters to a proposal:

  1. Select the Search Locations field.

  2. Type or browse and select the location by State, DMA, Country, City, Congressional District, State Senate, or State House.

    1. Filter the location results by any of these categories, if desired.

  3. Select the Zip Codes tab to search and select locations by ZIP code.

  4. Review your selections in the List of Targeted Locations panel.

More on location targeting: Planner proposals apply an “OR” relationship to your location targeting selections. This means that your campaign will target a user if they’re located in any of the locations you chose, as long as all other campaign targeting criteria are met.

Audience (Optional)

Planner proposals use segmented audiences. Segmented audiences are made up of groups of users who share common characteristics like age, gender, or home ownership status, for example.

Follow these steps to add a segmented audience to a proposal:

  1. Select the search field.

  2. Type or browse and select a data provider.

    1. Separate terms by a comma to search for multiple ones simultaneously.

    2. Select the funnel icon to filter the results by dimensions such as Vertical or Source.

    3. You can target audience segments from one data provider per proposal.

  3. Select up to 100 audience segments.

  4. Review segment-level reach and pricing details.

    1. You’ll pay the CPM of the highest priced segment that you selected.

    2. There's no cost associated with adding data segments to a proposal. The listed CPM price will apply, however, once you generate the proposal’s campaigns and they begin spending.

  5. Sort the selected audience segments By Reach or By Price, or filter by audience elements such as Vertical or Source, if desired.

  6. Select Remove all to remove all audience segments from the proposal, or click the trashcan next to individual audience segments to remove them, if desired.

The new segmented audience will generate automatically when you select Generate Proposal at the end of the proposal creation process. You’ll be able to manage it in the Segmented Audience section of the Audiences app and add it to future campaigns. Easily locate the new audience by referring to the audience’s name, which will feature the proposal ID.

More on audience targeting: Planner proposals apply an “OR” relationship to your audience targeting selections. This means that your campaign will target a user if they’re included in any of the data segments you chose, as long as all other campaign targeting criteria are met.

Creatives (Required)


Choose one or more creative formats from the Select Creative Type list. If you plan to run on connected TV (CTV) or over-the-top (OTT) devices, select both the Video tile and TV-Ad Buying toggle.

Review Creative ad specs to ensure that the creative(s) you plan to target in your campaigns will match the creative type you select in the proposal.

Device (Optional)

Select up to four devices and channels. Click any device or channel again to deselect it.

Enable CTV and OTT: You must select both Video and TV Ad Buying in the Creatives category to enable the CTV and OTT channel options in the Device category.

Inventory (Optional)

Use the Inventory category to target Open Exchange inventory and/or Open Exchange inventory groups:

  • Open Exchange inventory: Public inventory sources made available via real-time bidding auctions.

  • Open Exchange inventory group: A collection of Open Exchange inventory categorized based on specific criteria such as ad format, placement type, targeting options, or other relevant attributes.

Inventory - Open Exchange

Follow these steps to add Open Exchange inventory targeting to a proposal:

  1. Select Open Exchange.

  2. Choose whether to target one or more of the IAB Tech Lab’s page content categories, individual exchanges, or both.

  3. To target IAB Categories, select the IAB Categories dropdown menu.

    1. Search or browse and select all desired categories.

  4. To target exchanges, click the Select Exchange field.

    1. Search or browse and select exchanges.

Inventory - Inventory Groups

You’ll need to create an inventory group in the Inventory app before you can add it to your proposal. Otherwise, use the Open Exchange option to make individual selections directly in the proposal. Refer to How to manage inventory groups in the Inventory app for more information, and keep in mind that only the Open Exchange inventory group type is supported in Planner proposals.

Follow these steps to add Open Exchange inventory group targeting to a proposal:

  1. Select Inventory Groups.

  2. Search or browse the list of Open Exchange inventory groups.

  3. Review key details about each inventory group:

    1. Globe icon: A globe icon next to the group name represents that the group is an Open Exchange inventory group.

    2. Creative format: All supported creative format types are listed next to each inventory group’s name.

    3. Inventories: The total number of ad placements that match the search criteria you applied when you created the inventory group.

    4. Bar chart: Hover over the graph to review a breakout of devices for each inventory group.

  4. Click the checkbox next to the inventory groups you wish to target.

Advanced (Optional)

You can segment your campaigns by Location, Audience, Device Type, or Inventory if you made selections within any of these proposal categories.

  1. Click the checkbox next to a targeting dimension to segment your campaigns by it.

  2. Open any drop-down menus that appear below a segment category to make your campaigns even more targeted, if desired.

    1. For example, if you choose the TV and Tablet in the Devices section, you can use the Advanced section to segment your campaigns by Device Type, or by the individual TV or Tablet devices.

  3. Review the number of campaigns that your proposal will include.

    1. The more detailed you make your selections, the more campaigns we’ll include in your generated proposal.

    2. One proposal can include up to 250 campaigns.

Save As Draft

Select Save As Draft at any time to save your progress. Refer to Manage a proposal (media plan) for steps on how to access and update an existing proposal draft.

Generate Proposal

Follow these steps after you’ve completed all mandatory and other applicable sections of the proposal:

  1. Locate the Proposal Summary panel.

  2. Select Refresh to update each forecast metric.

  3. Review the proposal’s projections for each forecasting metric.

  4. Adjust any targeting parameters you added to the proposal, if desired, to increase your proposal’s ability to scale and spend.

  5. Click Generate Proposal to submit your selections and create the proposal.

Manage a proposal (media plan)

Review and manage in-progress and completed proposals and their campaigns from the Planner app:

Applying changes to an existing proposal or its campaigns will impact forecasted figures such as reach and impressions. We recommend selecting Refresh in the Proposal Summary panel after you complete each change. The result will give you a better understanding of how any updates may impact your proposal’s ability to scale.

Review a proposal

Follow these steps to review a proposal:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Click the proposal’s Name to open and review it.

Edit a proposal

You can edit a proposal from two locations in the Planner app:

  1. From the Proposals page.

  2. From the Proposal Details page.

Note that a proposal must feature a Draft, Ready, Failed, or Expired status to be eligible for editing. Refer to Proposal statuses for more information on proposal statuses.

Edit a proposal from the Proposals page

Follow these steps to edit a proposal from the Proposals page:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Select the checkbox next to the proposal you’d like to edit.

  4. Click Edit.

  5. Apply your desired edits.

  6. Click Update Changes to save your edits, or Discard Changes to cancel them.

Edit a proposal from the Proposal Details page

Saved edits will regenerate the proposal: You’ll regenerate the full proposal if you apply and save edits to the Targeted Reach, Targeted Impressions, or Total Budget fields; or any fields in the proposal’s Proposal Information section. The regenerated proposal will not reflect any changes you’ve previously applied to individual fields in the Campaigns table. Consider duplicating the proposal before updating its fields if you’d like to save the current version’s details and projections.

Follow these steps to edit a proposal from the Proposal Details page:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Click the proposal’s Name to open it. This will redirect you to the Proposal Details page for this proposal.

  4. Apply your desired edits to any of the Proposal Information fields.

    1. Proposal Name

    2. Start Date

    3. End Date

    4. This proposal is for a political campaign

  5. Apply your desired edits to the Targeted Reach, Targeted Impressions, or Total Budget fields.

  6. Click Update Changes to save your edits, or Discard Changes to cancel them.

Refer to Edit a proposal’s campaigns for details on how to apply updates to the campaigns listed in the Campaigns table on the Proposal Details page.

Download a proposal

You can download a proposal from two locations in the Planner app:

  1. From the Proposals page.

  2. From the Proposal Details page.

Note that a proposal must feature a Draft, Ready, Converted, or Expired status to be eligible for downloading. Refer to Proposal statuses for more information on proposal statuses.

Download a proposal from the Proposals page

Follow these steps to download a proposal from the Proposals page:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Select the downward arrow in the Actions column next to the proposal.

  4. Click Download as CSV or Download as XLSX, depending on your preferred file format.

Download a proposal from the Proposal Details page

Follow these steps to download a proposal from the Proposal Details page:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Click the proposal’s Name to open it. This will redirect you to the Proposal Details page for this proposal.

  4. Open the Download dropdown menu near the top of the proposal.

  5. Click Download as CSV or Download as XLSX, depending on your preferred file format.

Duplicate a proposal

You can duplicate a proposal from two locations in the Planner app:

  1. From the Proposals page.

  2. From the Proposal Details page.

You can duplicate one proposal at a time, which must feature a Draft, Ready, Failed, or Expired status to be eligible for duplicating. Refer to Proposal statuses for more information on proposal statuses.

Duplicate a proposal from the Proposals page

Follow these steps to duplicate a proposal from the Proposals page:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Select the checkbox next to the proposal you’d like to duplicate.

  4. Click Duplicate. The Duplicate Proposal pop-up window will appear.

  5. Type a name into the Proposal Name field.

    1. Choose a unique name to differentiate this proposal from others that you may create. For example, “Sports Enthusiasts Q4 2024.”

    2. If you don’t change the Proposal Name, we’ll automatically name this proposal “Copy of,” followed by the name of the proposal that you duplicated.

  6. Use the Start Date and End Date fields to select a date range for the proposal.

  7. Click Duplicate.

The duplicated proposal will feature a Draft status. Refer to Edit a proposal for instructions on updating a draft and generating a proposal from it.

Follow these steps to duplicate a proposal from the Proposal Details page:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Click the proposal’s Name to open it. This will redirect you to the Proposal Details page for this proposal.

  4. Select the page icon near the top of the proposal.

  5. Follow steps 5 through 7 of the Duplicate a proposal from the Proposals page workflow.

Delete a proposal

You can delete a proposal from two locations in the Planner app:

  1. From the Proposals page.

  2. From the Proposal Details page.

Note that a proposal must feature a Draft, Ready, Failed, or Expired status to be eligible for deleting. Refer to Proposal statuses for more information on proposal statuses.

Delete a proposal from the Proposals page

Follow these steps to delete a proposal from the Proposals page:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Select the checkbox next to the proposal you’d like to delete.

  4. Click Delete.

  5. Use the pop-up window to review any warnings and confirm your selection.

Delete a proposal from the Proposal Details page

Follow these steps to delete a proposal from the Proposal Details page:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Click the proposal’s Name to open it. This will redirect you to the Proposal Details page for this proposal.

  4. Select the trashcan icon near the top of the proposal.

  5. Use the pop-up window to review any warnings and confirm your selection.

Restore an expired proposal

Proposals expire when they reach the end date that you specified in the proposal. You can restore an Expired proposal to apply a new date range and, if desired, generate the proposal’s campaigns.

Follow these steps to restore an Expired proposal:

  1. Open the Planner app.

  2. Locate the proposal on the Proposals page.

    1. If you’ve created several proposals, search by a proposal element (ID, name, created by) or filter by status to limit which proposals will display on the page.

  3. Select the checkbox next to the Expired proposal that you’d like to restore.

    1. Select multiple checkboxes to restore proposals in bulk. We’ll assign the same date range to all of the proposals you select, so restore them individually if they require different dates.

  4. Click Restore. This will open the Restore Proposals pop-up window.

  5. Choose a new Start Date and End Date.

  6. Select Restore.

All restored proposals will now feature a Ready status on the Proposals page.

Edit a proposal’s campaigns

Saved edits will regenerate certain values: If you apply and save edits to any of a campaign’s fields in the Campaigns section, you’ll regenerate certain other fields within that same campaign. Refer to Proposal outputs for more information, and consider duplicating the proposal before updating its fields if you’d like to save a copy of the current version’s campaigns.

Follow these steps to edit a proposal’s campaigns from the Proposal Details page:

  1. Locate the Campaigns table.

  2. Select the checkbox next to the campaign you’d like to update.

    1. Select multiple checkboxes to edit the Start Date or End Date fields in bulk.

  3. Click Set Start Date or Set End Date, if applicable.

  4. Use the pop-up window to enter any required details and confirm your selection.

Delete a proposal’s campaigns

Deletion warning: Note that deleted campaigns are unrecoverable, and this action is permanent. As a safeguard, consider duplicating a proposal before deleting any campaigns from it.

Follow these steps to delete a proposal from the Proposal Details page:

  1. Locate the Campaigns table.

  2. Select the checkbox(es) next to the campaign(s) you’d like to delete.

  3. Click Delete.

  4. Use the pop-up window to review any warnings and confirm your selection.
