HCP Planner troubleshooting overview
You’ll need to follow specific steps and meet certain requirements to successfully create a Healthcare Professional (HCP) plan in the Planner app and generate its campaigns. If you encounter an error or are blocked from creating or managing plans and campaigns, refer to these resources first:

Plan creation troubleshooting
Maximum campaign limit exceeded
You’ll receive an error message when your current plan-form entries will produce too many campaigns.
You likely added too many Split Strategy customizations, and/or multiple audience types, creative types, and/or device types. While this segmentation allows you to create more precise campaigns, too many selections can cause you to exceed the maximum limit of 250 campaigns.
Follow these steps to address the issue:
Review and adjust the plan’s Split Strategy.
Change your selections in the plan’s Audience, Creative Types, and/or Device Types, as needed.
Click Refresh following each change to help ensure the updates you apply will achieve the intended reach and scale.
If certain targeting rules are non-negotiable, consider splitting them across two plans to help ensure the maximum limit of 250 campaigns is not exceeded.
Next button is disabled
The Next button becomes enabled when all of the current page’s required fields are completed. If this option is disabled, then one or more required fields are incomplete. All required fields are marked with a red asterisk and must be completed before you can proceed to the plan’s next step.
Plan generation failed
In certain cases, your plan will fail to generate after you select Create Plan. The plan will remain in Draft status until you successfully generate it.
Follow these steps if your plan fails to generate:
Confirm that you’ve correctly completed all required fields in the plan. These fields are marked with an asterisk symbol. Refer to Create or manage a Healthcare Professional (HCP) Planner plan for step-by-step instructions on completing required and optional fields.
Select Create Plan again to rule out a technical error, such as your browser timing out or your device losing internet connection.
Leave the plan input form page and return to try again:
Click Save As Draft.
Open the Planner app.
Select the plan draft to open it.
Click Create Plan.
Contact your IQM support representative if your proposal fails to generate after following these steps.
Plan stuck in processing status
When you generate campaigns from your HCP plan, we sync them with IQM’s campaign management tools and ensure that all of your targeting rules are applied. This process typically takes approximately one hour to complete.
Contact your IQM account representative if your plan fails to finish processing after this duration.
Plan Information section
Unable to select past dates
You can only select a future Start Date and End Date because the HCP plan is forward-looking: You’ll use it to generate a customized media plan tailored to your campaigns’ objectives and targeting rules.
If you’d like to generate and review performance data for past campaigns instead, you can do so via the Reports app and Insights app.
Locations section
Targetable locations limited to United States
The plan will target the United States by default. You can add more granular location-targeting rules by selecting options such as State, County, City, and ZIP Code. Non-US targeting is not currently supported for HCP plans.
Targetable locations limited to “OR” relationship
HCP plans apply an “OR” relationship to all location targeting selections. This means that your campaign will target a user if they’re located in any of the geographic locations you chose, as long as all other campaign targeting criteria are met.
Audience Method section
Unable to select preferred data partner
A data partner’s Reach metric is the maximum number of unique users that you can reach by targeting the audience when no other targeting rules or campaign settings are applied. HCP plans require that this metric equal or exceed 100 before you can select a given partner.
If the Data Partner section is missing from your plan, that’s because you chose only the Existing Audience Audience Method. You previously made your data-partner selections when you initially generated those audiences in the Audiences app.
Existing Audience - Audience is missing from list
A given audience will populate in the Select Audience list when two conditions are met: It matches the Type(s) you selected (Matched, Segmented, and/or Account Based), and it’s an NPI-based audience. The audience must also feature a Draft, Processing, or Ready status.
Unable to select preferred Audience Method in step 2
The audiences you create or add in step 2 are based on your Audience Method selections in step 1 of the plan-creation process. Return to the previous page and ensure your preferred Audience Method (Filter Audience, Upload NPI List, Existing Audience) is selected before proceeding to step 2.
Inventory section
No Inventory Groups are shown
You’ll need to create an inventory group in the Inventory app before you can add it to your proposal.
If you haven’t created an inventory group, refer to Inventory groups overview for more details, and Create or manage an inventory group for step-by-step instructions. HCP plans support Open Exchange inventory groups.
PMP inventory groups are missing
HCP plans support only Open Exchange inventory groups. Refer to Create or manage an inventory group for step-by-step instructions on creating a new inventory group.
Contextual inventory groups are missing
HCP plans support only Open Exchange inventory groups. Refer to Create or manage an inventory group for step-by-step instructions on creating a new inventory group.
Plans page
Actions column - Unable to download a plan
You can download plans that feature a Draft, Ready, or Failed status. Review Plan statuses for more information, and refer to Download a plan for step-by-step instructions.
Unable to edit, duplicate, or delete a plan
Note that a plan must feature:
A Draft, Ready, or Failed status to be eligible for editing.
A Draft, Ready, Processing, IO Created, or Failed status to be eligible for duplicating.
A Draft, Ready, or Failed status to be eligible for deleting.
If the HCP plan you’d like to manage meets the status criteria, but you’re still unable to make your desired changes, check that you haven’t selected multiple plans. You can edit, duplicate, or download only one plan at a time; or delete multiple at a time.

HCP campaign generation troubleshooting
Campaign’s time zone is locked
Each campaign’s date range uses the same time zone as the one you chose when you initially created the HCP plan. You can still edit Start Dates and End Dates in an HCP plan’s draft or in the Campaigns section of a generated plan.
IO creation failed
In certain cases, your campaigns may fail to generate after you select Create IO. This error is typically related to a technical issue. For example, your IQM login or device’s browser may have timed out.
Refresh your browser and select Generate Again from the Plans page.
Unable to choose which campaigns to generate
We’ll generate all of your proposal’s campaigns when you select Create IO. To limit the campaigns we generate, you can select the checkbox next to any campaign you’d like to exclude, then click Delete to remove it from your HCP plan.
Note that deleted campaigns are unrecoverable, and this action is permanent.
Unable to change budget type (impression based, budget based)
You choose whether to create a budget-based or impression-based insertion order (IO) when you create an HCP plan. Each of the campaigns within the plan adopt the same budget type. For this reason, individual campaigns’ budget types can’t be changed once they’re processed.
Locate additional HCP Planner resources
