Budget-based IO overview
You decide between budget-based or impression-based settings when you create an insertion order (IO):
Budget-based IO: Allocate a specific amount of money to the IO’s campaigns.
Impression-based IO: Aim to deliver a specific number of impressions across the IO’s campaigns.

In this article, you’ll learn how to create a budget-based IO. Refer to Create or manage an impression-based insertion order (IO) to create an impression-based one instead.
Create a budget-based IO
Budget Type notice: When you create an IO, you’ll be prompted to choose a Budget Type: Budget for budget-based IOs, or Impression for impression-based IOs. The Budget Type setting that you select can’t be altered after the IO is created. |
You can create a budget-based IO in the following ways:
Create a budget-based IO from the Campaigns app
Follow these steps to create a budget-based IO from the Campaigns app:
Open the Campaigns app.
Select + Create Insertion Order. This will open the Create Insertion Order pop-up window.
Enter a name into the Insertion Order Name field.
Choose a unique one to differentiate this IO from others that you may create.
Open the Start Date menu to select a Date, Hours, and Minutes.
Click Apply to add your selections to the IO.
Select a time zone from the Timezone menu.
Click Budget in the Budget Type section.
Select Create to finish creating the budget-based IO.
You’ll be redirected to the Insertion Order Info page of the Campaigns app, where you can define an IO budget, manage the IO, and add campaigns to it.
Create a budget-based IO from the Dashboard app
Follow these steps to create a budget-based IO from the Dashboard app:
Open the Dashboard app.
Select + New IO. This will redirect you to the Campaigns app and automatically open the Create Insertion Order pop-up window.

Define an IO budget
More on IO-level budget settings: The Insertion Order Budget will override campaign-level budget settings. For example, an IO with an Insertion Order Budget of $1MM will stop spending once it reaches that amount, even if its campaigns feature budget settings of $800K and $500K. However, neither campaign will exceed its individual budget, regardless of the overall Insertion Order Budget. |
Follow these steps to choose a monetary budget for a budget-based IO:
Open the Campaigns app.
Search or browse and select the desired IO. This will open the Insertion Order Info page.
The Filter menu includes the option to display only budget-based campaigns. Select Budget to apply this filter.
Locate the Insertion Order Budget field and enter the desired budget.
The combined spend of the campaigns that you add to this IO will not exceed the IO budget amount.
If desired, select the Keep same as total campaign budget checkbox.
This setting fixes the budget to the individual total budgets of each of the IO’s campaigns. For example, an IO including six campaigns with individual budgets of $5K would equal an Insertion Order Budget of $30K.
Since it’s fixed to the total campaign budget, the Insertion Order Budget can only be manually adjusted when this checkbox is unselected.
Select Update Changes to apply your settings to the budget-based IO.
Manage a budget-based IO
You can manage an existing budget-based IO in the following ways:
Edit a budget-based IO
Editable fields for budget-based IOs: Supported IO edits include changes to the IO’s name, time zone, monetary budget, and/or end date. Note that end dates are optional, and all of an IO’s campaigns will stop serving once their IO’s end date is reached. |
You can edit one IO at a time. Follow these steps to edit a budget-based IO:
Open the Campaigns app.
Search or browse the Insertion Orders page to locate desired IO.
The Filter menu includes the option to display only budget-based campaigns. Select Budget to apply this filter.
Select the IO’s name. This will open the Insertion Order Info page.
Locate and select the relevant field (Insertion order name, Timezone, Start Date, End Date, Insertion Order Budget) to edit that IO element.
The option to change the Insertion Order Budget is available only when the Keep same as total campaign budget checkbox is unselected.
Select Update Changes to apply the new settings to the IO.
Duplicate a budget-based IO
IO duplication notice: Duplicated IOs will inherit the same Budget Type setting as the original IO: Budget or Impression. This setting can’t be changed once the duplicated IO is created. |
You can duplicate one IO at a time. Follow these steps to duplicate a budget-based IO:
Open the Campaigns app.
Search or browse the Insertion Orders page to locate the desired IO.
The Filter menu includes the option to display only budget-based campaigns. Select Budget to apply this filter.
Select the checkbox next to the IO.
Open the Actions menu and select Duplicate. This will open the Duplicate Insertion Order pop-up window.
Open the IO Start Date menu to select a Date, Hours, and Minutes.
Click Apply to add your selections to the IO.
Open the IO End Date menu to select a Date, Hours, and Minutes, if desired.
Click Apply to add your selections to the IO.
Select a time zone from the IO Timezone menu.
Click Campaigns to search and select the ones that you’d like to add to the IO.
The original IO’s campaigns are selected by default. Click those campaigns to deselect them, if desired.
All selected campaigns will be added to the IO as Draft campaigns.
Select Duplicate to finish creating the duplicated budget-based IO.
Delete a budget-based IO
You can delete IOs individually or in bulk. Follow these steps to delete a budget-based IO:
Open the Campaigns app.
Search or browse the Insertion Orders page to locate the desired IO(s).
The Filter menu includes the option to display only budget-based campaigns. Select Budget to apply this filter.
Select the checkbox(es) next to the IO(s).
Open the Actions menu and select Delete.
Review any warnings or disclaimers, and confirm your selection to delete the budget-based IO.
Add campaigns to a budget-based IO
Add new campaigns
Budget Type notice: Note that campaigns inherit the same Budget Type settings as the IO they’re assigned to. This means that budget-based IOs can include only budget-based campaigns, and impression-based IOs can include only impression-based campaigns. These settings are unable to be altered after the IO or campaign(s) are created. |

Add existing campaigns
Existing campaigns are tied to the IO that they’re associated with. You can, however, Duplicate a budget-based IO and select existing campaigns. These campaigns will be added to the IO as Draft campaigns, which you can edit and manage before running them.
Note that the original, existing campaigns will continue to be associated with their corresponding parent IO.
