VLD report overview
The Voter Level Data (VLD) report surfaces insights about users you targeted in current or prior political campaigns. It includes ad exposure and engagement data, demographic data, and voting-history details, by voter. Generate and apply these insights to improve current and future campaigns, strengthen your brand’s messaging across channels, and create segmented audience strategies, for example.
You can generate a VLD report if your campaigns and account meet certain criteria. Refer to the VLD report eligibility requirements and considerations section for more information.
More on voting data and VLD report insights
Like your favorite brands tailor their marketing strategies based on their end users’ demographics and interests, political advertisers use voting data to tailor their political campaigns. Voting data is public, and nonprofit companies are exempt, meaning they can use this data without consent from consumers. The insights we generate for and include in VLD reports are non-sensitive.
VLD report eligibility requirements
If you are a political advertiser and have signed IQM’s master service agreement (MSA), you may be eligible to generate a VLD report.

*Political: Any campaign created under a political advertiser account is a “Political” campaign.
**Voter location: Due to privacy laws in the state of Oregon, we are unable to generate the VLD Insights Report on any voters located there. Contact your account representative for more detailed information on the legality of reidentifying voters at the user level.
***Audience type: Your campaign must only include the audience types listed in this requirements table. For example, you cannot generate a VLD report for a campaign if it includes a Matched Audience created from L2 IDs and a Retargeted Audience consisting of your website’s past visitors.
****Raw data: The VLD report supports audiences you create using First Name, Last Name, Address, and Phone Number. IQM anonymizes the data in the matching process, encrypts the files, and stores them behind a firewall to protect them against information leaks.
VLD Insights reporting method
We take seven steps to transform your customer data into VLD insights:
Your customer data is uploaded to Amazon S3 Storage, IQM’s secure, cloud-based storage solution.
IQM’s processing environment ingests and pseudonymizes consumer data before matching it with L2 partner data, which is also also pseudonymized.
When data is pseudonymised, it’s been de-identified, but the process can be reversed. This means the data can be re-identified. When data is anonymized, it’s been charged in such a way that re-identification is impossible.
Because of our direct relationship with L2 Data, the linkage between L2 ID and the customer’s pseudonymized data is maintained. That linked data, along with Target IDs (MAIDs, Cookies, and RampID) forms our proprietary Voter ID Graph.
Matched and pseudonymized data is anonymized for targeting.
Anonymized data is segmented and ready for activation within your digital campaigns.
As the campaign serves impressions, Target IDs are collected and added into IQM’s Voter ID graph.
The graph is used to reverse-map matched and pseudonimized data to L2’s Voter ID.
IQM generates your VLD Insights report, tying ad exposure and engagement to L2’s Voter ID.
The VLD Insights report may only be utilized with L2 data. You can either bring a list of L2 IDs to target, or submit your CRM data containing First Name, Last Name, Home Address, and Phone Number. We’ll match that data to L2 IDs for targeting.
VLD report pricing
There is a cost associated with generating a VLD report. You can reference the VLD report price after you enter key details–like the campaign’s total number of impressions and date range–and before you generate the report. We calculate these impressions on a CPM basis.

Report price surcharges
Agencies with workspace permissions can apply a markup to IQM’s VLD rate for individual advertisers. These surcharges can use either a percentage- or rate-based markup.
When you apply a markup, we’ll show advertisers a consolidated “VLD Insights Cost.” Here’s how it’s calculated:
Follow these steps to apply a VLD Rate Markup to an advertiser in the Customers app:
Go to the Customers app and select the Finance tab.
Locate and select the advertiser for which you'd like to apply the surcharge.
In the Voter Level Data Rate section, choose whether you'd like to add an Absolute markup or Percentage markup.
An Absolute markup is a dollar amount, while the Percentage markup is a percentage of the listed IQM VLD rate.
Enter your markup value or percentage, and select the checkmark icon to confirm your selection.

The workflow to generate a VLD report ends with a Generate button that you can use to create your report. We will deduct the VLD Insights Cost from your account’s available balance immediately after you select this button in the Generate VLD widget.

Organization administrators can add funds to an account. Contact yours to complete this process.

If your account’s available balance is less than the VLD Insights Cost, then this button will prompt you to add funds to your account instead. We will redirect you to enter a fund amount and select a payment method when you click Add Funds.
Pricing for VLD reports with overlapping datasets
There may be instances when you generate multiple VLD reports with partially overlapping date ranges for the same campaign. This means that the insight data also overlaps. You will pay only once for VLD insights for each date.
Example: You generate two reports for the same campaign–one with a date range of August 1st-10th, and another with a date range of August 5th-20th. Since you already paid for the insights from August 1st-10th, we will only change you for a portion of the second report: the new data generated for the August 11th-20th date range. We will still aggregate data from the full August 5th-20th date range in the second report.
VLD report metrics
VLD reports return ad exposure metrics (Impressions, Clicks, Conversions) at a user level. If you used L2 data for audience creation, you can also reference each user’s L2 ID and multiple demographic data points.

L2 ID | The user’s L2 ID, which is available when your campaign includes a matched audience that uses L2 IDs. |

Last Name | The user's legal last name. |
Address | The user’s permanent residence location details. |
ZIP Code | The user’s permanent residence location details. |
State | The user’s permanent residence location details. |
Phone 1, Phone 2 | The user’s primary and/or secondary phone number(s). |
Registration status | “Active” or “Not Active” depending on the user’s current voter registration status. |
Age | The user's age. |
Gender | “M” for “Male” or “F” for “Female” based on a user’s legal sex. |
Marital Status | “Single,” “Married,” “Divorced,” or “Widowed” depending on the user’s current legal marital status. |
Net Worth | The total value of the user’s assets once their liabilities and debts are subtracted. |
Home Owner | “Yes” or “No” depending on the user’s home ownership status. |
Income | The money the user earns on an annual basis. |
Education | The extent of formal, certified instruction that the user has completed. |
Presidential_primary_2000 (2004, 2008, 2012, 2016, 2020, etc.) | “Y” or “N” depending on the user’s voting status during this election type and cycle. |

Failed* | You either encountered a technical error during report generation, or the campaign you selected is no longer eligible for VLD insights. Try again in a few minutes to rule out a technical error. |
* If a VLD report features a Failed status, we will credit the cost to your account immediately.
